A new high-risk scam involving deepfake videos of politicians promising government subsidies is targeting Indian WhatsApp users, leading to phishing and fraudulent loan app traps.
What Is the Deepfake Politician Endorsement Subsidy Scam?
This scam involves fraudsters creating highly realistic deepfake videos or voice messages impersonating well-known Indian politicians. These fake endorsements falsely promise easy access to government subsidies or welfare schemes. Usually circulated on WhatsApp or other social media platforms, the videos urge recipients to quickly apply through certain mobile apps or websites, which are actually phishing portals or fraudulent loan platforms.
The scam preys mainly on rural and semi-urban populations unfamiliar with digital fraud complexities, who are attracted by the promise of direct government assistance in INR via subsidy schemes like PM-KISAN or affordable loans. Officials from CERT-In and the Indian Cyber Crime Coordination Centre (I4C) have flagged an increase in complaints about deepfake-based misinformation causing financial loss. Though no direct RBI advisory names this scam yet, the central bank has issued general warnings about digital loan frauds and fake apps, emphasizing vigilance.
The scam’s reach has grown rapidly since early 2026, exploiting the widespread use of WhatsApp and UPI payments. Victims are often led to install loan apps that steal personal data or enter UPI PINs, making their bank accounts vulnerable.
How This Scam Works — Step by Step
Initial Contact: Victims receive a WhatsApp forward or private message containing a video or audio clip featuring a politician’s face and voice falsely endorsing a "new government subsidy" or "special loan" for eligible citizens.
Call to Action: The message includes a link or QR code directing the victim to download a mobile app or visit a website to "register" for the subsidy or loan quickly.
Phishing Trap: Once on the fake app or site, users are asked to enter sensitive details such as Aadhaar numbers, bank account information, or UPI IDs. Some apps even request uploading scanned documents or selfies.
UPI Authorization: In many cases, the scam app asks for UPI PIN verification under the pretext of verifying identity or processing the subsidy. Entering the PIN authorizes fund transfers by fraudsters.
Loan App Activation: Alternatively, the victim is tricked into installing a malicious loan app that siphons data or debits money without clear consent.
Fund Theft & Account Abuse: After authentication, cybercriminals initiate multiple fund transfers from victim accounts or misuse Aadhaar details for other fraudulent loans or subsidies.
Victims often only realize the fraud after their bank balance or credit standing is severely impacted.
Real Warning Signs to Watch For
- Messages with urgent claims of political endorsements that do not appear on official government or party channels.
- Links or QR codes prompting you to download unfamiliar apps, especially those not available on official app stores.
- Requests for UPI PIN, OTP, or Aadhaar details under the guise of subsidy or loan verification.
- Poor video or audio quality inconsistent with genuine politician speeches.
- Financial promises that sound too good to be true or claim "guaranteed quick cash."
- Unexpected WhatsApp forwards from unknown contacts or new groups pushing subsidy schemes.
- Apps asking permission for unnecessary access, such as contacts or SMS without clear reason.
What Happens to Victims
Victims often suffer immediate financial loss through unauthorized withdrawals from their bank accounts via UPI or fraudulent loan disbursals charged to their name. Once the scam app has Aadhaar and bank-linked details, it can facilitate multiple fraudulent transactions, including credit card misuse and SIM swap attacks to bypass OTPs.
Besides monetary loss, victims face emotional distress due to the invasion of privacy and the lengthy process of reclaiming stolen funds. The stigma attached to identity theft or loan defaults can further complicate creditworthiness, impacting access to legitimate banking services.
Government schemes like PM-KISAN or the Atmanirbhar Bharat Rozgar Yojana being impersonated add confusion, degrading public trust in digital subsidy platforms.
What RBI and CERT-In Say
The Reserve Bank of India has regularly warned consumers against sharing UPI PINs, OTPs, or bank details over WhatsApp or unverified apps, emphasizing "never disclose your banking credentials" and immediately reporting suspicious transactions.
CERT-In advises vigilance for social engineering scams using WhatsApp and urges users to verify official government announcements only from authorized websites or apps. They recommend updating devices frequently and installing apps only from trusted sources like the Google Play Store or Apple App Store.
The national cybercrime helpline (1930) is available to report such incidents, and victims are encouraged to register complaints on the cybercrime.gov.in portal to assist law enforcement agencies in tracking fraud patterns.
How to Protect Yourself
Verify Video & Audio: Don't trust forwarded videos or audios without cross-checking on official government websites or verified social media channels.
Never Share UPI PIN/OTP: Keep your UPI PIN, OTP, and banking passwords confidential at all times.
Download Apps Wisely: Install subsidy or loan apps only from official platforms like DigiLocker or government portals linked from npci.org.in, avoiding random WhatsApp links.
Check App Permissions: Avoid apps asking for excessive access like SMS reading, contact lists, or camera unless necessary and trusted.
Cross-Verify Contact Numbers: Before responding to calls or messages claiming government authority, confirm through official helplines—don’t rely on WhatsApp calls alone.
Use UPI Transaction Limits: Set daily UPI transaction limits through your bank app as an added security layer.
Regularly Monitor Bank Statements: Check your account and UPI transaction histories regularly for unauthorized activity.
What to Do If You’ve Been Targeted
- Immediately block the scammer’s WhatsApp number and do not click further links.
- Contact your bank to freeze your accounts or temporarily block UPI transactions.
- Change your UPI PIN and Aadhaar-linked mobile SIM after visiting your operator’s store with valid ID.
- File a complaint with the 1930 cybercrime helpline or at cybercrime.gov.in for faster investigation.
- Inform CERT-In through their official grievance mechanism if you lost personal data.
- Report the fraudulent app to Google Play or Apple to prevent further spread.
- Keep all messages, transaction receipts, videos, and app details as evidence for authorities.
Frequently Asked Questions
Q: How can I differentiate between a real politician’s video and a deepfake?
A: Official government or political party websites and verified social media accounts are the safest sources for authentic videos and announcements. Deepfakes may show unnatural facial movements, inconsistent audio quality, or sudden changes in lighting.
Q: Can RBI reverse UPI transactions made through these scams?
A: RBI mandates that unauthorized UPI transactions reported within 3 days should be investigated by banks for reversal. However, frauds involving PIN sharing are often considered user negligence, making it difficult to get automatic refunds.
Q: Is it safe to apply for government subsidies via any app?
A: Only use verified government apps or portals, such as those linked from official government domains ending with .gov.in. Avoid installing third-party loan or subsidy apps from random links on WhatsApp or email.
For any suspicious subsidy or loan offer via WhatsApp, always verify with BharatSecure.app and report fraud attempts to the 1930 helpline to help protect others.
