Check This Scam on BharatSecure →Illegal Plotting on Agricultural and Government Land Scam in India 2026: Beware of UPI and WhatsApp Frauds
Illegal plotting scams targeting agricultural and government land have become a critical threat across India in 2026. Fraudsters are increasingly using UPI transactions and WhatsApp messages to trick farmers and landowners into losing money.
What Is the Illegal Plotting on Agricultural and Government Land?
This scam involves fraudsters claiming to facilitate the illegal plotting or sale of agricultural land or government land that does not legally belong to them. The scam primarily targets farmers, landowners, and small business owners who are interested in buying land at low prices or want quick approvals to divide plots for construction or resale.
In many reported cases, the fraudsters pose as government officials, real estate brokers, or land registrars through WhatsApp calls or messages. Using fake documents and forged approvals, they convince victims to pay advance amounts or registration fees via UPI apps like Google Pay, PhonePe, or Paytm. Once the payment is made, the scammers vanish, leaving victims with fraudulent or non-existent land plots.
The Indian government’s nodal agencies like CERT-In and the Indian Cyber Crime Coordination Centre (I4C) have noted a rise in complaints related to such scams since 2024. These scams exploit the rural and semi-urban population’s limited access to authentic land records, which are sometimes unavailable or difficult to verify online.
How This Scam Works — Step by Step
Initial Contact via WhatsApp or Call: The victim receives a WhatsApp message or call from a caller claiming to be a government official, land agent, or broker offering prime agricultural or government land plots at attractive prices.
Fake Documents and Permissions: The caller shares forged land documents, bogus government approvals, or fake titles via WhatsApp PDFs or images to gain the victim’s trust.
Urgent Payment Demand: The fraudster urges the victim to make an immediate payment to secure the plot through UPI, often requesting advance booking fees or registration charges.
UPI Payment Confirmation: The victim is asked to pay using UPI IDs like us**@bank or scan QR codes they receive via WhatsApp. Sometimes, they are guided over a call to complete the transaction.
Additional Scam Layers: Some scammers might impersonate officials from revenue offices or local authorities to “confirm” the transaction or ask for additional money for fast-tracking approvals.
Defrauded Victim: After receiving payments, the callers block the victim on WhatsApp, and the fake land documents turn out to be forged or nonexistent, leaving the victim without any legal claim.
Difficulty in Recovery: Due to the digital nature of payment and impersonation, victims face challenges reversing UPI payments or tracing the fraudsters, especially if the scammer used multiple phone numbers or fake identities.
Real Warning Signs to Watch For
- Unsolicited WhatsApp messages or calls offering cheap land plots in rural or government land areas.
- Demand for immediate payment through UPI without proper legal documents or verification.
- Sharing of scanned or photographic documents with inconsistencies or missing official stamps.
- Callers refusing to provide physical office addresses, land registry numbers, or official ID proofs.
- Pressure tactics: threats of losing the “deal” if payment isn’t made quickly.
- Requests for payment to personal UPI IDs rather than official or business accounts.
- Lack of verifiable contact details or refusal to meet in person or at government offices.
What Happens to Victims
Victims of this scam often incur significant financial losses running into lakhs or more, considering agricultural land values in states like Punjab, Maharashtra, and Andhra Pradesh. The prepaid UPI payments are difficult to reverse once completed, since these are treated as instant bank transfers.
Besides monetary loss, victims can experience emotional distress and distrust toward government land processes. In several reports, victims’ Aadhaar details have also been exploited when fraudsters trick them into clicking malicious links sent over WhatsApp. This can lead to further identity theft or unauthorized SIM swaps affecting their mobile banking access.
Victims may spend months trying to prove that the documents presented were fake, often facing bureaucratic delays. Since land disputes are legally sensitive, the process to recover money or ownership rights can be long and expensive.
What RBI and CERT-In Say
The Reserve Bank of India (RBI) has continuously warned consumers to verify payments before sending money through UPI systems and never to share UPI PINs or OTPs with anyone. RBI’s consumer helpline (1800-180-1234) advises vigilance against scams that use payment platforms like UPI.
CERT-In, India's nodal cybersecurity agency, has issued advisories emphasizing caution against social engineering scams over WhatsApp and other messaging apps. CERT-In recommends using official government land record portals such as Bhulekh or DigiLockers to confirm land ownership before any transaction.
The Indian Cyber Crime Coordination Centre (I4C) urges victims to immediately report cases through the national cybercrime reporting portal at cybercrime.gov.in or call the 1930 helpline for cyber fraud complaints.
How to Protect Yourself
Verify Land Records Online: Use government portals like Bhulekh, SARAL, or the local revenue department website to check the legitimacy of land records before any deal.
Never Pay Upfront Without Verification: Avoid sending UPI payments or advance fees to unknown individuals without official proof.
Beware of Unsolicited Contacts: Do not trust calls or messages from unknown numbers offering land deals or urgent payment requests.
Ask for Physical Documents and Visit Authorities: Always request to see original land documents in person and cross-verify with local land registrar offices.
Do Not Share OTP or UPI PIN: Never disclose your UPI PIN, OTP, or banking passwords to anyone, even if the caller claims to be an official.
Use Official Business UPI IDs: Payments for land transactions should be made only to verified government or registered business accounts, not personal UPI IDs on WhatsApp.
Report Suspicious Messages: Immediately report suspicious WhatsApp messages or phone calls to BharatSecure.app and forward if possible.
What to Do If You've Been Targeted
Contact Your Bank Immediately: Report unauthorized UPI transactions and request to block or freeze your accounts to prevent further losses.
File a Complaint: Report the incident to the nearest cybercrime police station or file a complaint at cybercrime.gov.in.
Call the 1930 Cybercrime Helpline: Use this national helpline to get guidance on your next steps.
Inform Your Mobile Operator: If you suspect SIM swapping, request a SIM block or change from your service provider.
Preserve Evidence: Keep all WhatsApp chats, transaction receipts, UPI IDs, and caller details to aid the investigation.
Avoid Engaging with the Scammer Further: Do not respond to follow-up calls or messages from the suspected scammers.
